Course Purpose

This course provides essential knowledge and legal understanding required for the safe transport of dangerous goods by road. It prepares drivers and loaders to meet compliance, safety, and documentation requirements.

Course Entry Requirements

  • Hold a minimum Class 1 learner licence to gain the D Endorsement

Special Note: This course may be completed as a competency course where a non-licencing competency certificate is issued.

  • Driver actions during incidents or emergencies

Demonstrate and apply knowledge of law and practice for the transport of Dangerous Goods by road.

Course Completion

D Endorsement

After successful completion, you will receive a NZTA driver licencing endorsement certificate. This must be presented to an NZTA driver licence agency (AA or VTNZ) within 60 days. Failure to do so will require re-completion of the course.

Unit Standard 16718 will be credited to your NZQA record within 90 days.

Competency Certificate

Participants completing the course for competency purposes will receive a Prodrive Dangerous Goods competency certificate (non-licencing).

If a D Endorsement is required later, the course must be completed again at full cost.

The Dangerous Goods (D Endorsement) Course is designed for drivers who need to transport hazardous materials safely and legally across New Zealand. Completing this course enables drivers to obtain the D endorsement on their licence, showing they are trained in the handling, documentation, and safe carriage of dangerous goods.

The purpose of this course is to ensure candidates can safely, legally, and confidently transport Dangerous Goods by road, while meeting all driver, loader, and documentation responsibilities.

The Dangerous Goods (D Endorsement) Course equips participants with the legal knowledge and safety awareness required to handle and transport hazardous substances by road in accordance with New Zealand Dangerous Goods Rule 2005.

This is a theory-based course aligned with NZTA and NZQA requirements and is suitable for both licencing and competency-based purposes.

  • Hold a minimum class 1 learner licence to gain the D Endorsement 

Special Note: This course can be completed as a competency course where the unit standard is gained but a competency certificate (non-licencing certificate) is issued. The certificate is not endorsed to the driver licence.

  • Identify the scope of the Dangerous Goods Rules
  • Identify driver and loader responsibilities relating to the transport of dangerous goods by road.
  • Identify doumentation requirements relating to the transport of dangerous goods by road.
  • Identify the requirements for packages containing DGLQ, consumer commodities, small packages and excepted packages.
  • Demonstrate knowledge of segregation requirements and segregated dangerous goods transported by road.
  • Demonstrate knowledge of placarding requirements and and placard vehicles and freight containers containing dangerous goods transported by road.
  • Identify driver actions and considerations in the event of an incidentt or emergency

Unit Standard 16718 (Level 3, Credits 5) - Demonstrate and apply knowledge of law and practice for the transport of Dangerous Goods by road

D Endorsement: upon successful completion of all learning outcomes of the course you will be issued with a NZTA driver licencing endorsement certificate for D Endorsement.

You will need to take this to your nearest NZTA approved driver licence agency (AA or VTNZ) within 60 days to have the endorsement upgraded onto your licence.

Failure to endorse the certificate onto your licence within the 60 day allowance will result in re-completion of the course at a full course cost applicable to be paid.

Unit standard 16718 will be credited to your NZQA record of learning within 90 days of the assessment date.

Competency: upon completion of all learning outcomes of the course for competency based purpooses, you will be issued with a Prodrive  dangerous goods competency certificate.

This certificate is a non-licencing certificate and you can not endorse this to your licence.

Unit Standard 16718 will be credited to your NZQA record of learning within 90 days of the assessment date.

If later on down the track you require the D Endorsement on your licence you will be required to re-complete the course for licencing purpose and a full course charge will be applicable to be paid.
